Diese sich selbst tragenden Fund wurde im Jahr 1992 zur Verwaltung der MinnesotaCare Programm, das entwickelt wurde, um Low-Cost-Gesundheitsfürsorge für die Minnesotans und zur Förderung bestimmter Tätigkeiten im Zusammenhang mit Gesundheits-Zugang. Der Fund erhält seine Einnahmen aus Steuern Provider (einschließlich Krankenhäusern, OP-Zentren Gesundheits-und anderen Anbietern), Prämien für MinnesotaCare enrollees, 1 Prozent Bruttoprämien-Steuer, Bundes und-Matching Funds.

Es ist für den Erfolg entscheidend dieser Reform, dass der Plan HCAF nach wie vor intakt. Zwischen den Geschäftsjahren 2004 und 2007 wurden insgesamt $ 486 Millionen aus dem Health Care Access Fund-wurde in den Allgemeinen Fund, die zur Bewältigung of Haushaltsdefizits. Als Folge Tausende von Minnesotans verloren ihre MinnesotaCare Abdeckung, darunter 68000 Kinder.

Auch in diesem Jahr, dem Governor möchten nutzen zu diesen Fund füllen helfen, das Haushaltsdefizit, ein Ansatz, den ich stimme überhaupt nicht mit. In einer Zeit, in einer steigenden Zahl von Minnesotans besorgt sind über die Gesundheitsversorgung, diesen Fund zu verwenden für ihre ursprüngliche Absicht - Gesundheitswesen.

Der Schrei laute nach Gesundheitsreform ist aus und Republikaner Demokraten, von Stadt-, Vorort-und ländlichen Familien, von Arbeits-und Business-Gruppen, HMOs und medizinische Dienstleister. Die Menschen werden immer sicker und in einigen Fällen sterben, weil staatliche Entscheidungsträger haben, fehlte der Wille, die Energie, oder das Mitgefühl, um unsere Gesundheitssystem.

Die Zeit für politische und Manöver Ideologie ist längst Vergangenheit, müssen wir jetzt handeln, Gesetze erlassen zu, dass diese Reformen werden transformieren Minnesota’s Gesundheitssystem.
